Safety cultures develop and change over rather long periods of time. Strong managers leave their mark on an organization's culture. Conversely though, the absence of such persons can also influence the culture. Taking that into consideration, many organizations with strong safety cultures like yours (E.I. Though it is a key question, it is even more critical to ask the 'how' questions when implementing a structured safety performance program.
